The rule is simpler than it sounds: apply at the consulate of your main destination — the country where you'll spend the most time. If it's equal, apply at the country of first entry.

The 'main destination' rule

Schengen area rules under EU Regulation 810/2009 assign competency based on where you'll spend most of your trip. Book flights and hotels that make this clear on paper — the officer must be able to read your itinerary and match it to the country you're applying through.
